Who we are

Tom Wehr founded Red Heeler Space Consulting in 2025 to help small and medium sized companies in the aerospace and defense industry increase their win rate, accelerate their growth, and secure key captures. We offer the full range of capture services from business development to capture strategy development to competitor analysis to proposal management. With over 20 years of experience leading an $800M business development organization and leading a $2B business capture organization, we have developed strategies, managed a pipeline, and led price-to-win assessments and proposals for numerous million and billion dollar programs at Boeing, L3Harris Technologies, Booz Allen Hamilton, and United Launch Alliance. We hold a TS/SCI clearance.

The company is named for Willow, our Red Heeler (Australian Cattle Dog), whose tenacity, energy, task-orientation, and determination serves as inspiration for us all.

    Founder

    Tom Wehr is a strategy, capture, and business development professional with over 20 year of experience in the aerospace and defense industry. He started Red Heeler Space Consulting in 2025 to help small and medium sized companies in the aerospace and defense industry increase their win rate and secure key captures. He has a B.S. of Aerospace Engineering and a Masters of Business Administration. Prior to starting his own company, Tom was the Director of Business Development for the Space Propulsion and Power Systems sector of L3Harris Technologies. In that role, he led a team of business development professionals and consultants to capture ~$800M orders from the Department of Defense, Intelligence Community, National Aeronautics and Space Administration, Department of Energy, foreign governments, and numerous commercial companies (Boeing, Lockheed, Northrop, BAE Systems, General Atomics, Intuitive Machines, Thales Alenia Space, Maxar, Mitsubishi, etc). Prior to L3Harris, Tom was the Director of Business Capture for United Launch Alliance. In this role, he led the $5B capture of the U.S. Space Force’s National Security Space Launch Phase 2 and Amazon Kuiper Launch Services contract (which is the largest commercial launch contract ever signed). Prior to transferring to the United Launch Alliance Boeing-Lockheed joint venture, Tom was a Senior Manager for International Business Capture at Boeing. In that role, he served as the deputy capture team lead for India fighter jets. Prior to that, Tom was a Business Capture Principal in Boeing Defense, Space and Security. He served a number of capture roles, including proposal manager ($9.2B U.S. Air Force T-X), black hat / price-to-win lead ($2B, U.S. Navy MQ-25), and capture and offer workshop facilitator. Prior to Boeing, Tom was a lead associate at Booz Allen Hamilton. In this role, he worked at the Pentagon supporting the Chief of Naval Operations with development of the Program Objective Memorandum (POM) for Warfare Integration. Prior to that, Tom was an aerospace and systems engineer with Naval Air Systems Command and the Federal Aviation Administration.
